Will Francis is the Director of the Division of Milk Control and Dairy Services for the New York State Department of Agriculture and Markets. He joined the State in October 1999 as Director of Dairy Industry Services. Prior to joining the State, Will was the Chief of Market Analysis, Research, and Information for USDA’s former New York-New Jersey Milk Marketing Area. He has over 20 years of experience working in the public policy and regulatory arena for the New York dairy industry.
In 1999 and again in 2000 he received the USDA Secretary of Agriculture’s Honor Award for his work in the Federal Milk Market Order Reform activities. In 2004, he was recognized by the US Food and Drug Administration Commissioner with a special citation team award for work involving US-EU equivalency.
Will earned both an undergraduate and Master’s degree from Cornell University and holds a Certificate in Regulatory Economics from the State University of New York at Albany.
He is active in the Dairy Division of the National Association of State Departments of Agriculture and is a member of the Executive Board of the National Conference on Interstate Milk Shipments.
In his spare time he plays soccer and enjoys spending time with his wife and four children.
